Is it true that a a Eastern European woman cannot get a vacation visa to visit the U.S.? Why?

Because the US government knows they most likely will not return after their visa expires.
FYI, do not be a foul and send money to a women who says she can get a visa. You will lose your money and will never see her or hear from he again. The biggest scam on the internet is women saying they can get a visas if you just send them money.
