Go slow
You haven't known her for two months and you're ready to propose? I wouldn't do it even if she was the girl nextdoor.
Meet her. Meet her family and friends. Spend some time with her and get to know her. And don't send her any money!
If it's right, you'll know soon enough.

Slow down
Did you mean you're going to belarus on the 19th of February, instead of what you wrote?
Anyway, I will caution you about falling in love with a photo. Your emotional investment shouldn't take place until way after you've met her in person. There's so many pitfalls you may yet encounter and investing this much emotion may not prove to be wise.
Further, engagement rings are a western tradition, not Russian. But that part I will leave entirely up to you to do what feels right.
I am glad to hear of your pending trip. Spend the time with her and get to know her better.
Good luck.
